If you have some branches and some stakes, lay the branches along your property line, and put some stakes on the downhill side to keep them from rolling down. Lay down your pine straw up against it.

See the first photo in the link below. They are using wrapped bundles, but branches should work as well, esp if they were fir or pine branches. If the slope is steep, you would have to make them like steps down the slope, or all the pine straw would wash down after a good rain.

You might also try planting something with a heavy root system on the slope, like clover, still using the branches and pine straw, if you didn't apply it too thick.

Depending on the slope there may be no good way to keep any mulch on that hill. May be the only way would be to grow a thick ground cover there. There are woven straw mats that can offer some short term help while a ground cover germinates and gets established, but even those may not always prevent erosion of the hill. If you cannot terrace the area a ground cover may be the best way to stabilize that area.

You can make anti-erosion "snakes" by stuffing old pantyhose legs with pinestraw, then peg them to the ground.

Put these along the top of the bank.
