Repotting an Alocasia

I have an Alocasia that looks a lot like photos of Amazonica. It has been growing in a rather heavy soil mix and not doing well. It recently went dormant and is now throwing a new leaf.

I want to move it into a soil mix along the lines of 1:1 coir:rice hulls. A couple of questions.

Should I let the new leaf mature before trnsplanting it?

Is the coir and rice hull mix I mnetioned approriate?
