what's wrong with these shrubs

Hi everyone,

I have a question about a neighbor's azalea. The leaves are turning tan on top with black spots on the underside. There are little bugs on the bottom of the leaves as well. What do you think it is and how do you treat it. Thanks. I posted this on the gallery site as well with a picture.
