Gabby, I don't see any flower buds in your photo, only foliage buds elongating, opening.

Is this plant new? They will often spend their first year or two in the ground after transplanting getting established, not blooming.

If not new, most common reasons for not blooming are pruning at the wrong time of year (flower buds are set in late summer for the following Spring bloom), too much shade, too much fertilizer, even drought in summer during the time buds would be set. Failure to deadhead spent flowers on plants and allowing seed to form can lead to marginal blooming every other year.

Your plant looks like it incurred some winter damage - not unusual in your climate. The health hasn't been compromised and new leaves will help to hide the damage, but you might want to consider some winter protection in your zone.

These are new plants from late summer or fall last year. So, what you are saying makes sense. I actually thought they hadn't made the winter, but noticed new leaves. I moved them to a much more protected area, and they are doing great. I was just not sure I would see any flowers this year. Too bad, but I am glad they are making leaves anyway:)
