I'd call a bunch of the big nurseries and see where they get it from making sure it's fresh straw. Also check the newspaper for people selling it. An individual may have more than you think. Might be able to work out a good deal.
Another thought is if you drive by an area with a lot of fresh straw, perhaps the owner might let you rake and have for free.

Yikes, raking up a hundred bales' worth of pine straw is not something I'd want to do....free or not! :-)

you can call 1800 538 8007. This place sales pinestraw by the tractor trailer loads for $3.00 per bail. Hope you find what you are looking for.

$3/bale is the going price here. I buy them from a turf company.
