I'd be willing to bet that it's one of the Cedar rusts. There's Cedar apple rust, Cedar hawthorn rust, and Cedar quince rust....maybe others. This rust fungus, like many, require two completely different host plants in order to fulfill its life cycle. Your cedar is one of them.

The Eastern Redcedar (which is a Juniper) is sort of carrier for this disease. The spores that will eventually be disseminated from those globs can infest any nearby host plants (apple, hawthorn, quince) with sometimes disastrous results. The junipers aren't harmed, but the fruit crop can be. Orchardists will go to every extent to remove any Eastern Redcedar within range of their apple trees.

There's not any control that I know of for the rust when it's on the juniper. You can remove the globs, I guess.

Neither one of them really match. The goo is like a see through orange tooth paste. I'll try to take a picture and send it. It does seem to be everywhere on the tree and not just one limb.

Do you think it's just sap?

I'm still going with the cedar-something rust. Look up Cedar-quince rust and compare images. There are tons of images on google.

Of course, a picture from you would tell all! :-)
