Looks like healthy new growth to me. I'm not sure about the veins, you should keep an eye on it to see how it matures.

I agree with buford - see if the red leaves turn green eventually. Then it is just red new growth, which is very common. It looks healthy to me.

Red veins are an RRD symptom, but you wouldn't diagnose
RRD by that alone.

July 30th I noticed a bunch of short stems with crunched up leaves and removed it, some of the major cane, and stripped most of the leaves from the bush (BS & spidermites). Last week the emergence of new growth on this cane and a couple more canes has leaves with the red veins pictured above. What else can cause this symptom? Will powdery mildew?

Test your pH to make sure that this rose isn't sitting in a spot with a problem. Doesn't look like RRD to me at this stage.

A cluster of shoots and with crumpled leaves ( different from equally young growth on the same variety), these are additional RRD symptoms. If you remove such suspicious growth with pruners, be sure to sterilize them and bag the trimmings. Also you should take the underlying cane down to grade immediately.

Michael, I used different pruners to remove the 7/30 growth and then bleached them because I was thinking possible RRD, appreciate the reminder. The red veined leaves have appeared on a couple more canes of the bush besides the original major cane and new shoots. Is this enough info to diagnose it RRD? I keep waiting to see witch's broom or the hyperthorniness and immediately I'll remove the entire plant or should I do it anyway?

KR, What I do if I have strong suspicion but am not fully convinced is to cut the plant down, removing most of the cane and all foliage, and see what grows back. I just dug a plant yesterday that came back funny. Another one that I cut back at the same time looks fine. The latter previously had probable RRD growth high on only one cane.

Short stems and crunched up leaves could describe rose midge damage to new growth. Your picture could be new growth with midge damage.

If midge is causing the extreme red veining, why do the other rose bushes don't have it?

With midge you will have dead growth tips and aborted buds. The red veining looks exactly like the 'Tess' that infected a bunch of roses in my garden. However, there might be other causes of red veining.

I just finished shovel pruning Pat's Choice and no regrets. I bleached the shovel, pruners, and poured the bleach water in the empty hole. Pat's Choice was bagged and put in regular trash. Thanks everyone for your input!
