Bulbils take a couple of years to get big enough to make cloves, whereas planting a clove will get you a clove-ing plant that year.

Why Bother planting the whole garlic bulb?
Say if there are 15 cloves in a bulb, you will get 15 stems/growth competing in a limited ground space. Obviouly, You will get 15 tiny garlics. It is like planting 15 onions/daffodils, tulips.. in one spot.

planting bulbils is an excellent way to increase your garlic many fold in a 2 year time frame. take a bulb with 6 cloves, hard neck top setting garlic. leave the scapes on and harvest the bulbils once mature. each top set is going to have dozens of bulbils. plant those to get a single round although some varieties will form a small divided bulb. the following year each round will give you a full or near full size bulb. you will end up with a few hundred bulbs from 6 cloves in 2 years.

if you increase your garlic only from the cloves. 6 cloves will give you 6 bulbs of garlic the following year. 6 bulbs will give you 36 cloves which will become 36 bulbs by year 2. so we are talking 36 bulbs vs a few hundred.
if you want to play around with the tiny bulbils that are about the size of a wheat grain, thats a 3 year project to get a decent size bulb. i would stick with the larger bulbils if i were you.

I did not get OP's question before. Sorry.
You meant "Bulbil", grown on hardneck garlic stem.
From what I have heard (and I am experimenting this year), if you plant a bulbil you will get a single clove round garlic , also called "onion garlic". I had couple of them last year from planting small cloves, I think.
Some people like round single clove garlic since it is easier to peel. I have planted the bulbils from my last year's hardnecks. I can see that right now those have much smaller top than regular garlics planted from cloves.
