Yes, all the onions are perennial if you don't pull them. Unless the bulbs rot or something, People plant chives and they keep coming back year after year, PROVIDE you don't pull them but cut the top at ground level for use.

Scallions (a. fistolatum) are very hardy and then will go to seed the next season.
And yes you can use the ones from the store. Cut off the top and stick the white part in water until it grows roots and then plant. Store scallions may come true to seed.

All of mine flower the second year. I got tons of onion and chive seeds and bulbils. The bees like the flowers too. I used to have a huge clump of chives but dug it up, divided it and gave it out to a few people. Chives can be kind of weedy I got little clumps popping up all over. I've let some onions and chives dry out, chopped them up etc, and they still come back. So they are very tough.
