Wouldn't take much to make a short simple one to try, Looks like it would need something to close the tip. All in all, pretty much like the old hand corn planters.

looks like a smaller version of one of the old tobacco planters that were used before the riding ones pulled with a tractor. If you know any tobacco growers in your area, ask about the old tobacco planters, maybe they may have one you can try for setting your garllic.
