Columbine pests??

Two years ago when I had my first columbine blooms, some little green caterpillers took them over and eat some of them to sticks. I moved them and had beautiful blooms last year. Today as I was admiring how beautiful the new foliage is I passed my hand on them and a host of something that looked like light blue dust came flying out. I soon realized that these were very tiny flying insects, so I got out my 10% ammonia and sprayed the plants, the insects that lay on the dirt, and the dirt around. I went back today, and again the little flying things came out, in the same numbers. Has anyone experienced this? Do these little blue things turn into green caterpillers? What can I do about them?

Northerner.
