I, too, planted allium caeruleum for the first time this year. My foliage has been up since early March, but we had a warm spurt in late Feb. I just went out and looked and it is about 6-7 inches tall. It sort of looks like chives - no flower stalks yet, but then I didn't really expect anything for a month or so yet, so I am surprised by how much it has grown. I am in zone 4 and as I said, it has been a strange, warm winter for us, but I would think in z7 you'd be seeing something by now. Good luck.
