Mine self-seeded a few babies this year. It's quite normal. I haven't heard of them doing so above the soil though. That's a bit weird. I might cut them off if I were you, but i'm not sure. So, probably wait for another opinion or two on here.

thanks for your answer. I looked at them again today and they are so cute. They look like hair on top of a stem. I tried to take a picture but they didn't show up. I'll have to put a peice of paper behind to block out all the other foliage.
