It's probably not that two were stuck together but rather a single clove which was just beginning to split. Every year, I know 100% that I am not planting a double clove and yet there are always several double plants. I never worry about them. They will still produce their own separate bulb but only about three-quarter round. Between the two, always more cloves than if it were only a single plant. Thus they are quite welcome in the kitchen.
