Yes Tracy, moving them twice is normal practice - If they are very small first plant them 12-16cm apart in a bed or ordinary fertile garden soil and then when they have attained around double the size move them to their permanent positions for growing on to maturity. You can't leave them until the early fall to move to their permanent positions as they need a long undisturbed growing period.

If you will allow a few leaks to mature out to the ripe seed stage and perhaps a bit beyond, dig the base of the plant up and you will find a few small bulbs at the root level. Plant these bulbs and you will be way ahead of planting seed.
