You want the necks (where the stalk meets the bulb) to be dry and closed. If you still feel any moisture there, let them dry longer.

Best to cure them in the shade, not sun, especially for garlic.

I am with wcthomas.
I laid some nesting onions out & the bulbs got sun burned.
I think it was 48 hours, the top bulbs are fine, but the larger ground bulbs, became soft & tasteless.
Next year I will lay the green alliums on a screen in the shade
