Garlic is always grown from cloves. You don't state your location or zone. Up here we plant around Columbus day in well enriched soil and I side-dress with fertilizer. Harvest is in mid-July.

When did you plant it? When did you harvest it? I planted last October-November and harvested on July 4th. I got full bulbs with several cloves. They were small, but I think that's because my soil needs more amending.

Now I planted a couple rows in March because I didn't get them into the ground last year before the snow started falling. (And here in the Denver area last winter, it fell and fell and fell and fell.) I harvested them last weekend, and they're no more than clove size. I think I might have done just as well just eating them.

Also certified seed garlic usually grows better than store-bought garlic.
