Egyptian or Walking Onions are copmpletely hardy, even in my WI garden. Plant the topset bulbils with points about an inch underground and give a good layer of mulch.

I'm planting some today but I know AZ is very different than up north.

I haven't found a time when you can't plant them. Heck, just throw them on the ground somewhere and they are likely to start growing. I actually keep a year-round cycle going on planting these things so I have green onions just about all year long.

I planted mine a month ago here in SC, they are about 6" tall now. The tops will get a little brown over the winter but come back in spring.
