Moldy garlic

I'm still planting garlic, and today I pulled apart an Ontario Giant bulb to plant it. I had to throw 3-4 cloves into the compost bin. They had shriveled and were covered in a white mold. The rest looked okay, so I planted them, anyway.

Any comments as to what would have caused this? This is the first time I've had this happen. All of the garlic has been sitting inside in paper bags.

Will the other cloves from the same bulb grow?

I might be a little late planting, but last year I was planting even into the first part of December, and I never had mold on the garlic before.
