Onion root maggots on garlic

I have some garlic that I was a little late planting. About a month or two ago they basicly quit growing. When I pulled a few up last week, many of them had maggots all in the bulbs. The bulbs I was going to use for see are also infested.

Can I dig the garlic bulbs and put them in the freezer for a week or two to kill the maggots? -- or will this harm the garlic bulbs and keep them from growing?
