The part of the bulb at the soil surface looks like it is rotting. The rot might be contained the the outermost bulb layer, in which case you can solve the problem by peeling off that layer. If there is more, you should cut out the bad parts, and treat with fungicide. Either way, until it recovers, you should remove enough soil so that the bulb is just sitting on the soil, and allow the soil to dry down well between waterings.
The pale leaf base is probably not a problem. The leaf requires exposure to light to start inducing the production of chlorophyll. If you have the bulb under dim light, the new parts can take some time to turn green. But be sure to start giving it a good amount of sunlight whenever you can.
