The photo isn't very clear, but it could well be an azalea, assuming the darker green plant in the center (and to the right) with rounder leaves is something else entirely. It is pretty neglected and the leaves seem to show lacebug damage. Check the leaf undersides. Lacebugs leave dark, shiny speckles of excrement. Nothing to do about this until next spring.

The fallen leaves seem to indicate that the shade is from a maple. Root competition and too much shade would reduce or eliminate any flowers. You should be able to see flower buds, if any, at this point in the year.
