Is the brick just painted or also mortar rubbed/painted?

This finish is done by using a rough brick and "Flush" cutting the mortar (not raking or adding any joint). Then we just paint with a good exterior paint.

Would you consider the brick "tumbled" new brick? It doesn't appear to be old brick...just trying to figure out exactly what to ask for at the brick yard.
