It looks like a Tecoma.

Looks like Yellow Bells (Tecoma stans). Great for hummingbirds, blooms most of the year, lends a tropical look to landscapes, great color.

Vulnerable to a small leaf roller caterpillar that munches on leaves and hides in rolled leaves fastened by webbing. Use Bacillus thuringensis (Bt) to control. Spray on leaves at the first sign of damage. Not harmful to other insects or environment.

Yup, I agree with the others, it's definitely "Arizona yellow bells" or "yellow bells", known botanically as Tecoma stans. They're fun plants here and really good performers.
