as little as that plant is, I'd be concerned. It looks like it's in good potting soil, but too dry, are you fertilizing it at all? If you've had it a few months, it should be larger. start giving it 1 t of miracle grow in a gallon of water at each watering along with a tablespoon of white vinegar in each gallon of water. In the hot weather we're having this time of the year, it wouldn't be surprizing if it needed watering once a day or at least every other day. Super light new growth usually means ph problems or lack of nitrogen.

use 20-5-20 fertilizer it makes my bananas jump fertilize every two weeks with a hand full and increase as the plant gets larger do not fertilize the plant if it is dormant.

I have 2 Ice Cream banana trees now. One has just sprouted its second leaf out of a big corm I bought, both leaves came out light green and whitish, but darkened in a few days, but their leaves are all a bit lighter than other banana trees,at least here in Fla.

My other Ice Cream tree is a 3 foot tall tree I just got, and it has a new leaf that just unrolled, and it was whitish and very light green, it is already turning darker in 1 day.
If it is outside, water it well,feed it as needed and give it lots of sun. The other bananas I have, the new leaves come up darker and stiffer, like Praying hands and GoldFinger. The Ice Cream one I think is just a lighter leafed plant,and it makes for a nice contrast in the yard.

If it is actually white, no green in it, maybe you have a variegated variety and dont know it? Never heard of a variegated Ice Cream banana tree, but there is always a first!
