poor drainage/low point/soggy

Just have one little spot where the drainage is bad, because this little spot seems to be the low point in the yard. It's almost always soggy..

In December, after 4 dry days, I sunk up to my knees in the sludge. Now that the rainy season is over, it's pretty dry and crusty, until I water the lawn. Then, it's soggy again. I swear to god, I think there is an underground waterway that runs right through there.

So, I have brought in pot for the rose that I want there, but the crusty nasty dirt looks crummy, like a bald spot.

What plants, hopefully evergreen, and hopefully low growing, can I put here? It gets mostly sun. In winter it will be in soggy slush. In Summer it will go from damp to dry, based on when I water the lawn.
