It's Dalmation or Adriatic bellflower, Campanula portenschlagiana. It's used widely here as a trailing rockery plant or groundcover. Hardy to at least zone 4, very nearly evergreen in warmer areas and with a long bloom season. Likes poor soils and excellent drainage. Easy to grow from seed.
