Looks very much dried up but these are revive-able if it's still alive. I would soak it in room temperature water overnight and then spray every other day and leave it at a bright place without direct sun. See if it does anything for you in 2-3 weeks.

There isn't a hint of green in there. I think that guy has been dead for a few weeks. Tillandsias can take some abuse, but when the desiccation is all the way down to the base it's pretty much done for.

I had what I thought was a disaster with my tillandsia usneoides (painful ;-P) and soaked in rain water, bagged it up in a plastic bag for a week and wa-la! Regrowth. Its always worth trying. They're resilient plants...luckily!
