I don't think it's an Echinocactus. It's some sort of Ferocactus, but I'm not sure of the species. Barrel cacti can be very difficult to identify when they're that small. The color of the epidermis seems to indicate that the plant is perhaps somewhat stressed, perhaps from lack of water or sunburn (?). I guess if I had to venture a guess, I'd say Ferocactus wislizeni or F. emoryi.

Sunburnt, I think you got too much sun there shrubs as I said 'sun starved', a common condition amongst English people ;)
