I am new to canna transplanting and growing-PEROID!

I cleaned the dirt from the rizomes in an effort to make sure that each planting had at least one or two stem buds protruding. How am I supposed to tell the difference between a stem bud that hasn't broke the surface and new root growth? I would appreciate any help that can be given!
