Poorly performing cannas

Hi! All my cannas planted in the last three years do not look good this year. They aren't as tall, the blossoms are smaller and fade quickly. I live in northern WA, leave them in the ground and mulch heavily. Yes, I did fertilize them. I'd like to know if anybody else in this part of the state is having the same problem this year or, heaven forbid, they could ALL have some type of virus. They are planted in different locations around the property, so I don't think a virus could spread from one bed to another. Any ideas? Please, I don't want to lose these beautiful plants. Thanks!
