using neem oil on clematis for earwig control

I have quite a few clematis but I am finding the earwigs are liking the flowers too much & creating raggedy flowers. I was thinking that I could water in some neem oil as a way to make the clematis not as tasty to the bugs. Anyone know if this would work & if so how much do I mix in with the water?

I do not think Neem has any systemic properties, it would not be taken up by the plant to affect the earwigs.
