Can Russian Sage and Roses Be Planted Together?

I just read on the Better Homes and Gardens web site that roses are a suggested companion plant for Russian Sage. That doesn't seem right to me. Don't roses need good, rich, moist soil? I thought Russian Sage was drought-tolerant and liked sandy, well-drained, poor soil.

How can these two plants do well together? If it's true that they do well together I'd like to try it.
