If all you have is fluffy stuff, then your clematis more than likely did not get fertilized. Clematis will develop definite seeds towards where the seedhead connects to the stems. The seeds will vary in size depending on the cultivar and class of clematis, but you should see some definite seeds forming if the clematis was fertilized.
