Not necessarily. Just because a plant puts out new growth does not mean that it has rooted. I have several plants that I am attempting to root in akadama and water in plastic cups. All of them are putting out new foliage but there are no roots forming yet since I can visually see the plant stems in the cups. Top growth is not a definitive indication that any plant is rooting. The only real way to tell would be to take the cuttings out of the soil or have them potted up in clear containers where you could actually see the root development.
