In many cases, yes it is normal to bloom at the top. Some can be hard pruned every spring to reduce this though.

You can also weave the vines back and forth from right to left and attach to your support. That's how I do it and have blooms that seem to start right at the ground. I also prune according to the type plant I have. Mickie
