clematis problems

I planted Nelly Moser 2 years ago against a fence. It bloomed a bit which is normal for a new plant. The following year my neighbor on the other side of the fence needed to disturb it so she could install some trellises. That summer my clematis grew to only 6 inches in height but still produced about three blossoms. This summer it has grown very well, covering the trellis. However there are no blossoms. I have fertilized it with a slow release fertilizer that's intended to produce blossoms. Any thoughts?
