It's fine to cut them off. If you pull them, you risk pulling bark off and exposing the vine to disease etc.

That said, I've already cut my type 3s to the ground and covered them in mulch, which is a lot easier. This worked fine for me last year but South East England has a pretty benign climate for clematis.
