Meyer lemon growth/pruning

I've had this potted Meyer lemon tree for about 8 months, and in that time, it never put out any new leaves nor did it blossom. Well, in the past couple of weeks, it bloomed off two branches and it is sending out three new shoots.

The only problem is that the new leaf growth is all on the top branches, so it looks a little awkward and leggy. I was wondering if this is normal. I would like the tree to stay somewhat short and bushy, so I was wondering if I could prune the tips of the new growth to possibly encourage more lateral growth.

I'm glad that it's finally showing signs of growth, but I'd like for it to have a more pleasant shape if possible. Any suggestions? Thanks.
