Looking for Pruning Advice

Hi Folks, I have a 5 year old lemon tree of an unknown variety. Since August it's been going crazy with few growth. I appear to have several water sprouts that I would like some advice on pruning.

I grow in Massachusetts so I have a depressingly short summer growing season. I wanted to see if I should cut these off or leave them as is. Based on previous experience, my tree will really slow down, if not completely stop growing around October(although I'm toying with the idea of getting a few lights to supplement).

Since it'll be going semi dormant soon should I just leave the water sprouts or should they always be removed. It's hard to see in the picture but almost every branch is covered with new growth so these aren't the only growth flushes on the tree.

Thanks for any suggestions you may have.
