TOOOOooooo much gravel

What I thought was a little gravel problem has turned into a huge project as I discovered there is about 3 feet of gravel around certain parts of the house!!!!
I don't know if I need to dig it all up or just a certain amount to accomodate the shrub's root system once I plant them.
Someone told me gravel is good for drainage but THIS much? It turns out there was about a measely 6 inches of dirt on top of 3 feet of gravel and some Pieris' I had there for 3 yrs hardly grew -- NOW I know why!
Should I dig down to a certain point and then fill topsoil on top of some gravel or should I dig all the gravel out and refill with soil? It looks like there's about 3-4 cubic yards of gravel!!!!
