Nothing is "deer safe", rudbeckia & coneflowers are a favorite of the deer in my neck of the woods. I started putting pots of scented geraniums around the rudbeckia and I now get some blooms, the coneflowers are unfortunately on their own, so needless to say I have late blooming coneflowers if any. Sorry, I don't think there are any "kinds" that are "safe".

Some deer will also weed. I remember someone on KLodiak who had a sitka black tailed get into there garden, eat there lettuce and cut down there digitalis purpurea

Deer will eat almost all of the so-called "deer proof" plants of even just a few years ago -- with the exception of heavily scented ones like lavendar, and fuzzy or wooly leaved ones like lambs ear, or ideally -- scented geraniums, which have both features! My gardening of anything but this small group of plants has to include deer fencing. I've just given up on everything else, including sprays.
