I have sent and been sent bulblets with great success.
In a plastic baggie with a few small holes, put a little soil (peat moss, sawdust) dampish, but not wet, and the bulblets. Using small cardboard boxes, the type that jewellery goes in you can send in a bubble envelope, generally for cheap...need to check the weight to make sure it doesn't go over. Cheaper to send a few smaller packages than weigh too much and pay more.
