Asclepias syriaca seed needs cold wet stratification before they will germinate. If you find a ripening seed pod in the fall you can clean the seeds and then sow them directly where you would like them to grow, alternativly you can pot them up and put them in a ziplock bag in the fridge for the winter and then remove them for germination in the spring.

If your still in need of some Asclepias syriaca seed let me know as I have more than I need for myself. I do have other Asclepias species seed as well but limited so they would be for trade only.
