Trouble Hardening Off

I am looking for hardening off solutions that do NOT require outside placement of plants. I am having trouble hardening off some 100+ tomato seedlings. Furthermore I am in a unique situation: I live in an apartment with a medium size balcony and do not have the luxury of a greenhouse, garage or any other separate temperate enclosure. Currently the temperature outside is -17 Celsius. I have the seedling trays (72 cell) on several shelves in front of a VERY sunny south facing window. I supplement the natural sunlight hours with fluorescent light. The seedlings have sprouted and are becoming increasingly leggy. Are there any other solutions?

I think I have planted seeds to early. I moved from BC to a northern Albertan city and poorly anticipated the frost dates.
