Tissue culture basically means they took a very tiny portion of the plant and cultivated it in a petri dish. There is nothing GMO about it although it can also be done with GMO plants. The little plant should have the same genetics as the parent plant.

I have TC - "Black Mission" and the treelets become "normal" trees in a few seasons.

Tissue Culture is just a more sophisticated, vegetative propagation method. Instead of using cuttings, they grow new plants using cells.
