Potassium Sulphate 0-0-50 (a.k.a: potash)

According to my soil test last year, I am completely lacking Potassium (not unusual in this area). So I picked up some granular 0-0-50 at the nursery.

It only says to add before planting, so I'm not sure if that means the day before or 2 weeks before or what?

Is there an optimal time?

And will one application last all season?

Will I need to add it every year or does it last a few years?

I will be adding old cow manure to some areas of the garden hopefully this week, as well. Does anyone know if it has potassium in it?

I'll likely put in the main vegetable garden around the long weekend.
