I haven't ordered from them but below is what I find. Click on one of the 349 lines you want. When you get there it says "request this germplasm". Click there and your order takes shape.

I always got stuck at this line and figured that they were not available to collectors/home gardeners.

"Describe your planned research use of this NPGS Germplasm*:
(Information on your results is expected to be provided at the conclusion of your research)"

Am I mistaken?

Most state they are researching suitability for area. When asked for results tell them you are not finished with the research. The truth is just about any statement will work. The distribution is part of their job and with no requests to fill someone's job might disappear.
