Everything but I seem to be eating stuff in my garden! I dug up some potatoes - many had been eaten (upto half inch depth). What is doing that?

I found a (acutally two) horrible looking whitish worm like thing (1& a bit inches), it was curled up, circular. It's face was orange in colour and it looked like it had two light orange claws by it's face. Could this be the culprit? What is it? What can I do? It is too late for this year? Thank you.
