My delphinium is one of the smaller sized ones. It bloomed in July and I cut the flower stalks off afterward. Actually, even before I cut the stalks they seemed to be dieing along with some of the old growth.

Then, the plant started sprouting some fresh, very nice green growth from the base and now it's blooming again, though at a smaller height and not as vigorous as the first flush of bloom. Still nice to see.

Yes, it's normal growth - most perennials will do this when cut back mid-season (but not peonies or lilies).

Thanks for the advice. They weren't exactly cut back....just the flower heads taken off so they were easier to move. Some of them grew 8 ft tall this year. The rest of the foliage pretty much died off though, right after being moved...so I guess that would explain it.
